Humaaans — Find Illustrations

Humaaans is a mix-and-match library of illustrated people made by Pablo Stanley: you combine hairstyles, tops, pants and body shapes, then rotate and position the parts to build your own characters and scenes for empty, error or success states, landing pages and invitations. The page says it is free for commercial or personal use under the CC0 public domain license. It describes the library as a design library for InVision Studio and Sketch, and the Download button leads to a separate download page, so check the file format you get before using it in another design tool.
