According to the official documentation, PageSpeed Insights runs its lab analysis with Lighthouse, so Lighthouse is not listed as a separate product. PageSpeed Insights adds Chrome User Experience Report field data on top.
The documentation says field data needs enough real-user samples; new or low-traffic pages fall back to origin-level data or show none.
