Must I translate before creating subtitles?

No. Subtitles can use the original language. Translation is a separate choice, and a corrected source transcript is the safer starting point.

Why is the export control missing?

Open the transcript itself in the editor, rather than remaining on the dashboard. Review the format and speaker or timestamp options before downloading.
